JUDGE SLOM RESPONDS TO THE COURTHOUSE CROWDING

And we quote: "Let them eat cake."

Seriously, Judge Slom sent out the following memo on the problem of overcrowding on Tuesday when there is a Monday holiday.

THE HONORABLE SAMUEL J. SLOM
COUNTY COURT JUDGE
1351 N.W. 12 STREET ROOM 513
Miami, Fla. 33125
Phone 548-5187

TO: THOSE SEEKING ACCESS TO THE REG JUSTICE BUILDING

FROM: SAM SLOM, ADMINISTRATIVE JUDGE, COUNTY COURT CRIMINAL DIVISION

RE: TUESDAY CALENDARS FOLLOWING A HOLIDAY MONDAY

DATE: FEBRUARY 24, 2008

As many of you know, the large number of people seeking access to the REG Justice Building on a Tuesday following a Monday holiday is overwhelming. The impact of that increased traffic results in long delays and increased frustration.

In an effort to mitigate the volume of traffic seeking access during the peak morning hours following a Monday holiday, we are taking two steps at the County Court level.

1. County Criminal Divisions: The County Court Criminal Divisions will conduct their DUI trial calendars at their normal starting times. However, the other criminal traffic trial calendars (non-DUIs) will begin at 11:00 am and the misdemeanor trial calendars (if normally held on Monday) will commence at 11:30am. We anticipate that the later starting times for these two calendars will move a significant amount of those seeking building access away from the peak morning hours. The time interval between the DUI calendars and the remaining calendars can be used for plea negotiations and motion litigation. Keep in mind that this scheduling modification will only affect Tuesday calendars following a Monday holiday. Should this revised schedule prove unsuccessful in helping to mitigate the access problem, we can always rescind its usage. I want to thank the County Criminal Division judges for their willingness to implement this schedule modification.

2. Infraction traffic calendars: On Tuesdays following holiday Mondays, no traffic infraction calendars will be set at REG prior to noon. This should move a significant volume of traffic from morning to midday and help ease the delay in gaining access to the building.

In addition to the above measures we will also be meeting with the building security personnel to determine what measures can be taken to expedite access while not jeopardizing security.

Thank you.

Rumpole notes: The longest journey begins with the first step.

That will not accomplish anything. Most people will be showing up at the same time. They need to make one side attorneys and staff only and expand the other side.

Anybody want to give Rump some props for getting some action on this problem? He has started to get the Judges to do something other than make lunch plans and that means something.

Congrats Rump.

Now...IS EVERYBODY HAPPY????

Awesome Rump, the blog speaks and at least some attempt at change is done.

Now can we go back to the irrelevant drivel about who's a shitty lawyer?

If they would just let the lawyers in without being screened, we could speed this up.

There are lots of courthouses where the lawyers do not get screened.

They let the employees and construction workers in without being screened but, they don't trust us.

Some of those lovely employees are even convicted felons.

Go figure.

Excluding ANYONE from the screening process creates a well known point of insecurity. As it is, screening is done by workers making $10.00 an hour. How hard would it be to imitate a bailiff, JA, Judge, or Police Officer - none of whom are screened?

Rump, you are the 'fixer', the 'bag-man', the 'cleaner', or whatever cool term there is out there for one who somehow makes problems go away.

Now if you could help me with that burning feeling when I pee.

Yes, an ex-ASA was arrested Friday night for DUI outside of Monty's, and yes, a CURRENT DC went down to the station to try and get her off. What say you, Don Horn?

Rumpole said...

Thanks to our favourite federal blogger for a nice post about our post on the crowding at the REGJB; and thanks to the Broward Blog for reprinting part of our guest post on Sunday written by the ASA and the PD now known as "Perry and Mason."

Fake Don Horn here- the real issue as I see it is if the DC made any charitable contributions to the homeless before or after arriving at the police station. As we made very clear over Christmas, charitable acts by prosecutors will be met with the severest of responses by the State Attorney. Additionally, since I intend to fire the ASA, the next real question will be whether the ASA will lie about why she was fired. If I catch her in a lie, then she is fired. And if she doesn't lie, then she is simply fired.

Beautiful Fake Don Horn...just beautiful.

PS. Thanks for the Oscar win!

Isnt Judge Slom in civil?
I see him about as much as Judge Esquiroz.

I bet at least one court security officer has an outstanding arrest warrant, got his job with fake id, or is a convicted felon but please continue to harass the lawyers at THEIR building until you cross the line with one of us and then we sue your ass and own your company. what a fucking joke, non-u.s. citizen haitians and latinos guarding an american courthouse and harassing american citizens with impunity. only in miami.

who is the proud recipient of the DUI and the current dc. And how does one get a DUI at a valet?

Anonymous said...

uhm... ASAs and PDs are not screened... They have a special ID and each office must pay a fee for the employees. Maybe the soulution is to allow private counsel to apply for the same pass given to them.

The way I see it if a current DC was attempting to circumvent the justice system to help a friend but allowed to prosecute those charged with the same offense the SAO has a problem and just not an image problem. When is the SAO going to speak about this or will Lorna and Don Horn simply wait until christmas eve to fire the DC or better yet promote her ?

The ex ASA arrested for DUI is Raquel Tapanes. She used to be known as Raquel Campos .Her husband Ed Tapanes no longer is an ASA but he was a former career criminal chief. The DC is Monique Annunziato. I think her gig is just temporary, however. I think she is headed to the feds so I do not think the office will touch her.

Good work Rumpy! Can you do something similar for the decrepit state of the bathrooms in the circuit court?

What was the point of outing that ASA? Is this a blog to demean our fellow co-workers.

How ironic that defense attorneys dominate this blog with all of our left wing, stand up for the little guy antics and you, 11:56 P.M., had to out the poor girl!? Is that not consistent with persecuting someone?

If an ex ASA gets a DUI, yet it gets no publicity, then who cares!?

Rumpole said...

Any person who is arrested has their name available for public records. Therefore, we allowed the comment to go up.

Judge Knight (rest in peace) had a DUI and he was still the best and brightest Judge in the REGJB.

I think the issue is more with a prosecutor trying to stop someone from getting arrested.

If you ever go to DUI court, and we go their very rarely, but we hear how zealous the prosecutors are and how unbending and strict they are in dealing with DUIs. They could care less (maybe rightly so) if a DUI ruins a doctor's career, or a lawyer's career, or a law student's career.
Therefore, a current ASA trying to get charges not filed speaks of a level of hypocrisy that brings out those who "out" others on the blog.

If a prosecutor believes a DUI is serious enough to ruin the career of a professional, what do we do with a prosecutor who tries to illegally get the police to un-arrest another person?

One would think that is an offense worthy of 1) being fired; 2) being prosecuted; 3) being disciplined by the bar.

1. Why should people in a free country have to be searched before they come to the seat of their government?

2. Why should lawyers be given special privileges?

The reason we search people comming to court it to show them that they are all slaves.

Anonymous said...

Rump...........you're wrong about the County ASA's. I haven't been a prosecutor for years, but I can tell you that.........It's not that prosecutors dont care that DUIs can ruin a career. Rather, it's that they think they're serious enough so that they shouldn't be broken down. If that impacts a professional's career, well, then that's something the professional should have considered before driving drunk.

Somebody file a complaint with the bar against Anunziato. Jack, are you out there?

Anonymous said...

Sorry you are all wrong. It was not Monique Annunziato who "was the DC who helped." At the time that this arrest and the accompanying booking process was taking place, Mrs. Annunziato was resting comfortably at her home waiting for the birth of her latest child. Please try and get your facts correct before posting them. Its wrong and mean to speak about people you know nothing about.

how about the arrest form for Raquel Tapanes quoting her as saying that she was at montys with officer dominguez and HE told her that she was ok to drive?
Shame shame shame on dominguez for allowing someone impaired to drive under his watch....or is it shame shame shame on dominguez for actually not recognizing when someone is impaired to drive?
Dominguez is an idiot! He sucks as a witness for the State!
