But don't sit here and pretend that being "informally at war" is the same as being in a formal state of declared war - its not. As for being "informally" at war, the Iranians have shot at American warships, downed a U.S. drone, and stormed a U.S. embassy. All of the foregoing are acts of war. That makes the general an enemy combatant in uniform.
